You appear to have got the GD2 mode 16 PIC header right

The composite image below shows three of my results, with a small piece of the
converted image above, and a tiny peice of that again magnified below each
image. From left to right:
1. PNG converted to PIC with PHGTK. This looks pretty much like the original, as
viewed on the PC side.
2. PNG converted with DaDither, using the Floy-Steinberg setting
3. As above using the <none> setting.
All the other filters produced a slightly different, but similar, "speckled"
appearance as the middle item.
