Doing some random search on Google for DIY QL hardware I found this link:

I don't know what the propeller board is, but it seems promising...

Propeller is an 8-core 32-bit processor by Parallax.

On pPropQL board, real processor (68000 or 68020) is used, ad Propeller chip emulates the I/O devices and screen output.
Pity, that documentation for the pPropQL board is not published.
