Either it's inside have fallen out or it looks like an old skool cooling mod(which also acts as a leg) from the old days?

I think that all it is is someone putting the heatsink on the outside to try and help cool the QL better!!
Either that, or they lost the plastic legs!

I don't know what the board is, but that's an early Iss.5 board in a much later case.

From the leg spacing, I would have thought two extra EPROMs

As the three coloured wires are soldered on 68008 pins for address A17-A18-A19 is possible that board is a static expansion ram with dual in line package chips.. a good choice for expansion

Look at the RAM chips - these are 256k bit. It's an internal 512k RAM modification.
